Dr. Atikah Shemshack serves as Superintendent of Jubilee Academies, a Texas public charter network serving students and families across multiple regions. She is a results focused district leader known for strengthening instructional systems, developing leaders, and accelerating student outcomes through clear expectations, data driven decision making, and consistent campus support.

Since stepping into the superintendent role, Dr. Shemshack has led networkwide improvement and turnaround efforts centered on high quality curriculum and instruction, principal coaching, and disciplined execution aligned to Texas accountability. Under her leadership, Jubilee has made measurable progress, including improving the district’s state accountability rating by two letter grades in 18 months, reducing the number of failing campuses from six to zero within a short period. Her work emphasizes strong Tier 1 instruction, targeted intervention cycles, and consistent progress monitoring, paired with operational integrity and a student first culture.

Dr. Shemshack brings deep expertise in K 12 improvement, charter governance, and strategic planning. She collaborates closely with boards, regional partners, and community stakeholders to expand equitable opportunities for students, including college and career readiness pathways, bilingual supports, and special education systems that are compliant, inclusive, and focused on student growth. Her leadership approach blends high standards with practical coaching, support systems, and timely problem solving that helps teams execute with clarity and confidence.

In addition to her district responsibilities, Dr. Shemshack is active in civic and professional leadership, participating in local and statewide networks focused on talent development, community impact, and public education excellence.
