BIOGRAPHY
Jessica Morffi is the CEO & Founder of JMM Strategic Impact Partners, a strategic advisory firm supporting mission-driven organizations in strengthening strategy, scaling impact, and navigating complex policy and operational environments. She advises education leaders, nonprofits, and organizations on effectiveness, government affairs, coalition building, and systems-level transformation.
Jessica is the former Deputy Chief of Organizational Effectiveness and Deputy Chief of Staff at the Houston Independent School District (HISD), where she served on the core leadership team driving large-scale systemic reforms within one of the nation’s largest school districts. With more than 20 years of experience in education policy and advocacy, she has built a career focused on expanding access to high-quality public education and advancing innovative solutions for students and families.
Previously, Jessica served as Vice President of Federal Affairs at the National Alliance for Public Charter Schools, where she helped secure over $100 million in additional federal funding to support the growth of charter schools nationwide. She built bipartisan support in Congress and advanced a national movement centered on educational opportunity and choice.
Earlier in her career, she held senior roles at the College Board, the Office of the State Superintendent of Education in Washington, D.C., and the U.S. Department of Education, including Policy Advisor to the Assistant Secretary for Elementary and Secondary Education and Special Assistant to the U.S. Secretary of Education.
Jessica holds a B.A. in Political Science from Florida International University and a Master of Public Policy from George Mason University. Her career reflects a deep commitment to shaping education policy at the national and local levels; always with the goal of ensuring every child has access to a high-quality education.
