BIOGRAPHY

Jessica Morffi is the deputy chief of organizational effectiveness at the Houston Independent School District (HISD), where she plays a central role as part of the core leadership team leading large-scale systemic reforms within one of the nation’s largest school districts. With over 20 years of experience in education policy and advocacy, Jessica has built a strong career focused on improving public education and expanding access to high-quality options for all kids.

Prior to her role at HISD, Jessica served as Vice President of Federal Affairs at the National Alliance for Public Charter Schools, where she was instrumental in securing over one hundred million additional funding to start and expand charter schools across the country. Her work involved building and strengthening bipartisan support for charter schools in Congress, empowering a national movement for educational choice and innovation.

Earlier in her career, Jessica was the Director of Advocacy at the College Board, where she led advocacy initiatives to support the organization’s public policy agenda. She also held key roles at the Office of the State Superintendent of Schools for the District of Columbia and U.S. Department of Education, including Policy Advisor to the Assistant Secretary for Elementary and Secondary Education, where she focused on K-12 policy and regulations, particularly in relation to the No Child Left Behind Act. As Special Assistant to the U.S. Secretary of Education, Jessica managed daily briefing materials and played a role in the planning of the 55th Presidential Inaugural Committee.

Jessica holds a Bachelor of Arts in Political Science from Florida International University and a Master of Public Policy from George Mason University. Her career reflects a deep commitment to shaping education policy at the national and local levels, always with the goal of ensuring every child has access to a high-quality education.
