BIOGRAPHY

Marshall Baker, PhD, is a nationally recognized educational systems leader committed to transforming learning experiences and driving meaningful outcomes for all students. With over 20 years of experience across K-12, higher education, workforce development, and educational consulting, he integrates data, strategy, and action to create more effective educational systems.

As a former teacher, principal, and professor, Marshall has led school redesigns, built statewide rural improvement networks, and supported hundreds of schools in data-driven decision-making. His work has spanned large-scale initiatives in postsecondary success, workforce alignment, and continuous improvement. Currently, as Director of Educational Analytics at Parsec Education, he helps schools harness educational technology to monitor the fidelity and impact of their strategies, ensuring an academic return on investment.

Marshall holds degrees from the University of Florida and earned his PhD from Oklahoma State University. A dedicated advocate for public education, he serves as president of his local school board. He lives in Stillwater, OK, where he and his wife are raising their two sons.
