BIOGRAPHY
Emmy O’Dwyer, M.Ed. has spent more than 20 years working in
classrooms, communities, and government to ensure that systems and programs center the power of children and their families. A teacher and facilitator by training and a strategist in practice, Emmy often works in uncertain terrain to build pathways that expand access and opportunity for young children.
Emmy’s early childhood leadership began in post–Hurricane Katrina New Orleans, where she opened the city’s first new early learning center after the storm eliminated more than 80% of programs. Her work has spanned grassroots pilots, statewide systems-building, and national policy conversations, always grounded in outcomes for families and providers. She has contributed to numerous initiatives through volunteerism and received a commendation from the Mayor of New Orleans. She was also selected as a W.K. Kellogg Foundation Community Leadership Network Fellow, an experience that deepened her commitment to equity and community-led change.
As a senior strategist at the Louisiana Department of Education, Emmy managed a portfolio exceeding $20 million, overseeing programs and contracts that support early learning centers statewide. She developed and funded a multi-year, award-winning leadership fellowship for early learning center directors, and served as lead staff for the state’s first Early Childhood Care and Education Commission—helping shape long-term funding and policy priorities for young children. She later served as a Learning Sciences Exchange Fellow and adviser with New America.
In 2021, Emmy founded Advancing Communities for Equity, a social impact consulting firm partnering with early childhood networks, philanthropy, and public agencies to address gaps in access and systems alignment. Her work has focused on expanding culturally responsive services for Latino families across the Gulf South, strengthening family leadership, and landscape research that centers community voice.
