BIOGRAPHY

Lisa T. Scruggs is a partner with the law firm of Duane Morris, LLP, providing litigation and counseling services to innovators in education, including schools, school reform organizations and other education industry clients. As co-lead of the Firm’s education industry group, she handles a wide range of litigation, transactions and policy matters relating to new school development, teacher evaluation, credentialing and certification reforms, public/private education ventures, competency based, virtual and personalized education and parent and student civil rights. Lisa aims to serve education clients who need legal counsel founded upon a deep understanding of educational institutions and organizations, and focused on efficient, but comprehensive and creative problem solving. Lisa is a veteran commercial litigator who has been immersed in education reform throughout her career. She is a founding Board member of Chicago’s only all-girls charter school and serves as a member of the National Alliance for Public Charter Schools’ National Litigation Council and its Model Law Advisory Board, as well as the Alliance for Public Charter School Attorneys’ Advisory Board. At the Chicago Public Schools, she served as Senior Policy Advisor to the former CEO Arne Duncan. She has also served as an Expert Review Panelist for United States Department of Education grant competitions, including the Race to the Top – District competitions. Married to Chicago firefighter Luther Riley, and mom of twins, Maya and Jacob, and their younger brother Zachary, Lisa is a graduate of the University of Chicago Law School, with an MA in Education Policy from the University of Chicago, and a BA from Georgetown University.
