BIOGRAPHY
Paul Barnhardt is an education leader, non-profit executive, charter school founder, and policy strategist focused on expanding equitable access to high-quality, community-rooted public education. As Founder of Honor Prep Charter School, he led the launch of a dual-language public charter model designed to improve early literacy outcomes and expand access for multilingual learners. He has secured over $1M in private philanthropy to support the success of Honor Prep.
Paul also enjoys working in policy and coalition strategy. With the South Dakota Education Equity Coalition (SDEEC), he supports strategy, coalition engagement, and cross-sector collaboration to advance equitable education policy. He is committed to strengthening Tribal-State education relationships, supporting Tribal education leaders, and helping align community advocacy with state and federal education policy implementation. Through this work, he contributes to multi-organization efforts to improve funding equity, consultation practices, and education outcomes.
As a Pahara Fellow, Paul is committed to strengthening systems-level leadership pipelines, building durable cross-sector partnerships, and advancing policies that remove structural barriers to opportunity.
Paul is pursuing a Doctor of Education in Educational Leadership at East Carolina University, with research focused on charter authorization systems and organizational theory. He earned a Master of School Administration and a Bachelor of Arts in political science and education. His academic preparation complements extensive applied leadership experience in school founding, principalship, and education policy strategy.
