BIOGRAPHY
Titilola "Titi" Harley is a senior program officer for research and development on the K-12 education team at the Gates Foundation. She collaborates with grantees to explore effective instructional solutions aimed at enhancing learning experiences and academic outcomes for students who are Black, Latino, English learners, and/or experiencing poverty. Titi leads a portfolio of grants focused on improving the quality of math instructional products available in the market by leveraging technology to increase efficacy and better support diverse students' needs.
Before joining the foundation, Titi founded and led Harley Consulting Group, an equity-focused management consulting firm specializing in the social sector. She partnered with organizations such as City Year and the Annie E. Casey Foundation, guiding large-scale change efforts and developing strategies to advance education equity and juvenile justice reform. Earlier in her career, she worked as a management consultant supporting state and local education agencies nationwide in strategy development, performance management, program implementation, and systems change, and began her career as a business analyst in the Office of Special Education at DC Public Schools.
Titi serves as chair of the National Council for Education and Human Development at the George Washington University, where she previously served on the board of trustees. She holds a Bachelor of Business Administration and a Master of Business Administration from the George Washington University School of Business which she attended as an international student from Nigeria and the United Kingdom. Committed to service, she is an active member of Alpha Kappa Alpha Sorority, Inc. She lives in Maryland with her husband and their two children.
