BIOGRAPHY
Tori Jackson Hines is the founder and executive director of Resurgence Hall, a nationally recognized, high-performing K–8 charter school network in Atlanta, Georgia. Since founding the school in 2016, Tori has led Resurgence Hall to consistently rank among the highest-performing public schools in the state, with more than 90% of scholars reading at or above grade level year over year. Resurgence Hall has been named a Georgia Title I Distinguished School for multiple years and received the Georgia Department of Education Literacy Leader Award in recognition of its exceptional literacy outcomes. In recognition of her leadership and impact, Tori was named an Atlanta 500 Honoree from 2023 through 2026 and received the Beacon Award from The 1954 Project, which honors nonprofit leaders advancing exceptional outcomes for Black students and communities.
In 2023, Tori founded Lead with Excellence, a values-based leadership development organization that supports Georgia charter school leaders. Through this work, she helps leaders translate their vision into clear, values-aligned systems and structures that guide culture, operations, and instruction. Lead with Excellence reflects Tori’s belief that strong schools are built through values-driven leadership and clear, aligned systems. This work is rooted in her deep commitment to ensuring children across Georgia have access to exceptional public schools and meaningful choices within their communities.
Tori serves as a board member of the Georgia Charter Schools Association, the state’s leading charter advocacy and support organization, where she chairs the School Success and New School Development Committee. In this role, she helps shape statewide strategy to strengthen school quality, support emerging leaders, and expand access to high-performing public charter schools. She also serves on the board of Teach For America Metro Atlanta, contributing to efforts that develop and sustain a strong pipeline of leaders committed to educational equity across the region.
